Yes, several lenders allow it: the works portion is released on the basis of quotes and the survey, either in one go or by stages. Not every bank does it and the terms vary a great deal: this is exactly the kind of case where starting with the right lender saves weeks.

Do I need a quote from the builder?

Yes, itemised. For significant works you also need a bill of quantities and, depending on the work, the building permissions. The surveyor uses them to estimate the value of the property once finished.
